As of 2026, a Russian ordinary-passport holder needs a visa to enter North Macedonia for tourism unless they qualify through a residence/visa exemption. The official North Macedonia Ministry of Foreign Affairs entry-requirements list does NOT include Russia among visa-exempt nationalities, and Timatic-based carrier checks return "visa required." A short-stay (Type C) visa must be obtained in advance from a North Macedonian embassy/consulate (e.g. Moscow). North Macedonia is an EU candidate but is NOT in the Schengen area or the EU, so Schengen 90/180 and ETIAS do not apply. North Macedonia historically granted Russian citizens visa-free entry for up to 90 days under an annually renewed government decision, and many third-party visa aggregators still repeat this. Russia is not named in any category. Timatic-based checks (Sherpa) likewise indicate a visa is required for Russian ordinary passport holders. Because the most authoritative sources either omit Russia or state a visa is required, and the guidance is to default to visa-required when a no-visa channel cannot be confirmed, the safe and accurate verdict is visa-required. A Russian traveler should obtain a short-stay (Type C) visa in advance from a North Macedonian diplomatic mission (e.g. the Embassy in Moscow); the official Type C fee is EUR 60 (EUR 35 for children aged 6-12). One important practical exception: a Russian passenger who holds a valid multiple-entry Schengen visa, a valid US/UK/Canada visa, or EU/Schengen residence may enter visa-free for up to 15 days per entry (max 90 days per 180 days) under the listed exemptions. North Macedonia is outside the EU and Schengen, so the Schengen short-stay rule and ETIAS are not relevant to entering North Macedonia itself.
