As of 30 May 2026, Russian ordinary passport holders can enter Montenegro visa-free and stay up to 30 days for tourism under the bilateral agreement on mutual travel. No visa is required before this date. Note: Montenegro has announced it will end this visa-free regime by the end of Q3 2026 (around 30 September 2026) to align with EU policy. Russia and Montenegro have a bilateral "agreement on mutual travel of nationals" that lets Russian ordinary passport holders enter, transit and stay in Montenegro for up to 30 days with only a valid Russian travel document — no visa, no eVisa, and no visa-on-arrival. Montenegro is NOT part of the Schengen area or the EU, so the Schengen 90/180 rule and ETIAS do not apply to a Montenegro trip; days spent in Montenegro are counted separately. Practical entry expectations include a passport recommended to be valid at least 3 months beyond the stay, evidence of onward/return travel, proof of accommodation, and sufficient funds (roughly EUR 20-50 per person per day). Visitors must register with local police (or have their hotel do so) within 24 hours of arrival. IMPORTANT FORWARD-LOOKING CHANGE: Montenegro's government and its embassy in Moscow have confirmed the visa-free regime for Russian citizens will be abolished by the end of the third quarter of 2026 (by about 30 September 2026) as part of harmonising with EU visa policy; after that date Russians will need a visa. As of the verification date (30 May 2026) the change is not yet in force and travel remains visa-free.
