Yes, a visa is required. Russian ordinary passport holders must obtain a Schengen short-stay (Type C) visa before traveling to France for tourism. France is a Schengen state, so the visa permits up to 90 days within any 180-day period. ETIAS does NOT apply to Russians (it is only for visa-exempt nationalities). As of November 2025, Russian applicants typically receive single-entry visas only. France is a member of the Schengen Area, and Russia is a visa-required nationality for Schengen. A Russian citizen holding an ordinary (non-diplomatic) passport must apply for a Schengen Type C short-stay visa at a French-authorized application center (operated by VFS Global under the French Consulate General in Moscow) before traveling. The visa allows tourism for a maximum of 90 days in any rolling 180-day period across the entire Schengen Area. The standard visa fee is EUR 90 plus a VFS service fee (around EUR 36). On 7 November 2025, the European Commission tightened rules so Russian nationals generally no longer receive multiple-entry visas and instead must apply for a fresh single-entry visa for each trip, with narrow exceptions. Processing is more stringent than for most nationalities. ETIAS (the visa-waiver travel authorization expected in late 2026) does not apply to Russians because they are visa-required, not visa-exempt. The Entry/Exit System (EES) — biometric border registration that became fully operational on 10 April 2026 — does apply to Russian visa holders at the border, replacing passport stamps.
