A Russian ordinary-passport holder needs a Schengen short-stay (Type C) visa to enter Finland, and there is no visa-free or visa-on-arrival channel. Critically, even with a valid visa, Finland currently bans non-essential/tourism entry by Russian citizens, so a pure tourist trip is effectively not permitted at this time. Finland is in the Schengen area and Russia is on the visa-required list, so a Russian ordinary passport holder must obtain a uniform Schengen short-stay (Type C) visa before travel; ETIAS does not apply because it is only for visa-exempt nationals. Beyond the standard visa requirement, two layers of restrictions now apply to Russians. First, since 30 September 2022 Finland bans non-essential travel, explicitly including tourism, by Russian citizens to Finland and onward into the Schengen area; entry is decided case-by-case at the border and tourism is not among the permitted categories (which include close family of EU/Finnish nationals, workers, degree students, essential business and medical treatment). Second, the EU-Russia Visa Facilitation Agreement is suspended, so the consular fee is EUR 90 (no reduced EUR 35), and since November 2025 Russians normally receive only single-entry visas rather than multiple-entry ones. A separate biometric-passport rule takes effect: from 1 June 2026 Finland stops accepting non-biometric Russian passports for new visas, residence permits or border entry (with a transition period for valid visas issued before that date). In short: a Schengen visa is mandatory, but a tourist-purpose application is unlikely to be granted or admitted under current policy. Default verdict is visa-required, and travelers should treat tourism to Finland as currently restricted.
