There is no Schengen rule here — the Dominican Republic is a Caribbean nation, not part of Schengen. The only mandatory step is the free online E-Ticket migration form. A Russia ordinary passport holder can enter the Dominican Republic visa-free for tourism. The Dominican Republic's official tourism board explicitly lists Russia among the nationalities that do not require a visa for short tourist visits. No visa, eVisa, or visa-on-arrival is needed. The standard admitted period is up to 30 days, which can be extended at the Dirección General de Migración; staying beyond 30 days incurs a graduated overstay surcharge payable on departure. Every traveler (foreign or local) must complete the free, mandatory online E-Ticket migration form before arrival and before departure — this replaced the old paper tourist card for air travelers, and the former US$10 tourist-card fee is now bundled into the airfare. Passport should ideally be valid at least six months, and travelers should carry proof of onward/return travel and accommodation. The Dominican Republic is not in the Schengen area, so the Schengen 90/180 rule and ETIAS do not apply to this route.
