Russian ordinary passport holders can travel to Cuba visa-free for tourism for up to 90 days (within any 180-day period) under a bilateral visa-waiver agreement. No tourist card or visa is required, but every traveler must complete the free online D'Viajeros declaration before arrival and hold valid travel medical insurance. Cuba and Russia maintain a mutual visa-waiver agreement, so a Russian citizen holding an ordinary passport does not need a visa or the standard "tarjeta del turista" (tourist card) that most nationalities buy. They may enter for tourism and stay up to 90 days, extendable once at a local immigration office, with the stay capped at 90 days in any 180-day window. Cuba is in the Caribbean and is not part of the Schengen area, so the Schengen 90/180 short-stay rule and ETIAS do not apply to this route. Despite being visa-free, two practical entry conditions apply to all travelers: (1) the mandatory D'Viajeros electronic traveler declaration (immigration plus customs and health), which must be submitted within 7 days before arrival and produces a QR code required at airline check-in and on arrival, and (2) compulsory travel medical insurance covering treatment in Cuba (Resolution 168/2010), which border officials may check. A return/onward ticket, proof of accommodation, and a passport valid for the duration of stay (commonly recommended six months) are also expected. Default verdict is firmly visa-free for short tourist visits; only longer stays, work, study, or non-ordinary travel purposes would require a Cuban visa.
