Russian ordinary passport holders do NOT need a visa for short tourist trips to Bolivia. Under a bilateral visa-waiver agreement in force since October 2016, Russians may enter visa-free for up to 90 days within any 180-day period. Bolivia and Russia signed a mutual visa-exemption agreement in Moscow on 11-12 April 2016, which entered into force on 3 October 2016. It allows ordinary passport holders of either country to travel visa-free for tourism, private and business visits for up to 90 days within any 180-day period. A Russian tourist therefore needs no visa and no pre-arrival e-authorization to visit Bolivia; entry is granted with a passport stamp at the port of entry. The passport should be valid for at least six months beyond the intended stay. In practice Bolivian immigration officers may stamp a shorter initial entry (often 30 days) that can be extended at a Migración office up to the 90-day annual maximum, so travelers should confirm the days granted on their stamp. Officers may ask for proof of onward/return travel and accommodation. A yellow-fever vaccination certificate is recommended (and sometimes requested) if visiting lowland/Amazon areas such as the eastern departments. This verdict is corroborated by the Bolivian Foreign Ministry announcement of the agreement, the IATA-aligned visa databases, and Wikipedia's bilateral-agreement record. There is no fee for visa-free entry. Bolivia is not in the Schengen area, so the Schengen 90/180 rule and ETIAS do not apply.
