Yes. A Philippine ordinary passport holder needs a visa to enter Yemen for tourism. Yemen offers no visa-free or visa-on-arrival access to Filipinos, and the eVisa launched in June 2025 is limited to organized tour groups (10+), business, and transit, not individual tourists. In practice, obtaining a Yemeni tourist visa is currently very difficult, and Yemen is under a "Do Not Travel" advisory. Philippine passport holders are not eligible for Yemen's visa exemption (effectively only Hong Kong SAR) or its visa-on-arrival list (a small group of mostly Arab states plus Malaysia). They require a visa obtained in advance. Yemen introduced an electronic visa system on 24 June 2025, but it is restricted: currently only tourist GROUP applications submitted by accredited travel agencies (minimum 10 members with round-trip tickets) are accepted, alongside business and transit categories. Individual leisure tourists generally cannot obtain a standard tourist visa, and several Yemeni embassies (including Washington, D.C.) are not issuing tourist visas. Entry visa processing has been heavily curtailed amid the ongoing conflict, with priority for people of Yemeni origin, journalists, aid workers, and diplomats. A medical certificate confirming freedom from infectious diseases is required, and travelers with Israeli stamps/visas may be refused entry. The U.S. Department of State maintains a Level 4 "Do Not Travel" advisory (reissued 19 December 2025) citing terrorism, armed conflict, kidnapping, and landmines. Conservatively, the correct verdict is visa-required, with the eVisa available only to qualifying tour groups rather than independent travelers.
