Uzbekistan is in Central Asia and is NOT part of the Schengen area, so the Schengen 90/180 rule and ETIAS do not apply. A limited visa-free transit of up to a few days exists for passengers arriving and departing on certain flights, but this does not cover a normal tourist visit, so an e-visa remains the correct channel. Conservatively, because no confirmed visa-free tourist channel exists for Philippine ordinary passport holders, the verdict is e-visa.
