Many travel aggregators have prematurely flagged Paraguay as "visa-free" for Filipinos based on the signing or on a December 2025 executive announcement, but the legal instrument must be ratified and gazetted before it takes effect. Because a confirmed no-visa channel cannot be verified as currently active, the conservative and accurate position for travel as of mid-2026 is that a visa is required. Filipinos should apply through the Consulate General of Paraguay in Manila with passport, application form, photos, proof of funds, accommodation, and onward travel. Travelers should re-check official sources shortly before departure, as the waiver is expected to take effect in the near term and will likely permit 30 to 90 days visa-free for tourism once in force.
