Philippine ordinary passport holders need a visa for Guinea-Bissau. A Philippines ordinary passport holder is NOT visa-exempt for Guinea-Bissau. Guinea-Bissau's visa-exemption list covers only a small number of West African / CPLP categories (largely diplomatic and service passport holders), and the Philippines is not included. Guinea-Bissau is in West Africa and is not part of the Schengen area, so the Schengen 90/180 rule and ETIAS do not apply.
