A Philippine ordinary passport holder generally needs a visa to enter the Dominican Republic for tourism. The Philippines is not on the Dominican visa-exempt/tourist-card list, so by default you must apply for a tourist visa at a Dominican embassy or consulate before travel. Important exception: if you hold a valid US, Canadian, UK, or Schengen visa or residence permit, you may enter without a Dominican visa, using only a tourist card for stays up to 30 days. Everyone must also complete the free online E-Ticket before arrival. The Dominican Republic does not grant visa-free entry or a tourist card to Philippine passport holders on the basis of nationality alone, so the conservative and correct default verdict is visa-required: a Filipino tourist normally must obtain a tourist visa from a Dominican Republic embassy or consulate (the nearest accredited mission, often in Tokyo, Beijing, or another regional capital, as there is no resident Dominican embassy in Manila) before departure. However, the Dominican Republic applies a widely used "substitute visa" rule: any traveler, regardless of nationality, who holds a valid visa or residence card for the United States, Canada, the United Kingdom, or any Schengen Area member state may enter the Dominican Republic without a Dominican visa, paying only the tourist card and staying up to 30 days (extendable). This is the most common practical route for Filipino travelers, since many already hold a US or Schengen visa. Separately, all air travelers must complete the mandatory, free electronic E-Ticket (eticket.migracion.gob.do) before boarding; it generates a QR code for both entry and exit. The tourist card fee (USD 10) is bundled into the airfare for air arrivals and only paid separately for land/sea entry. The Dominican Republic is NOT in the Schengen Area, so the Schengen 90/180 rule and ETIAS do not apply. A passport-validity easing measure (allowing entry with a passport valid only for the duration of stay for certain nationalities) runs through December 31, 2026, but standard practice for Filipinos remains a passport valid for at least six months.
