Philippine ordinary passport holders need a visa for Djibouti and must obtain a Djibouti eVisa online before travel. There is no visa-free entry and no visa-on-arrival for ordinary passports. The tourist (short-stay) eVisa costs USD 23 for stays of 15-90 days, while a transit eVisa costs USD 12 for 1-14 days. Apply at the official portal (evisa.gouv.dj) at least 10 business days before departure. Djibouti is not in the Schengen area and offers no visa-free access to Philippine ordinary passport holders. Since 18 February 2018 Djibouti has operated an electronic visa (eVisa) system that replaced the previous visa-on-arrival arrangement for most ordinary passport holders; VOA is now reserved mainly for diplomatic, official and service passport holders. A Filipino tourist therefore applies online through the official Djibouti eVisa platform (evisa.gouv.dj), uploads a passport bio-data scan, a recent photo and proof of travel (flights and accommodation), and pays the fee in US dollars. Two tourist/transit options exist: a transit eVisa (1-14 days) at USD 12 and a short-stay eVisa (15-90 days) at USD 23, the latter being the standard choice for tourism. The passport must be valid for at least six months beyond the intended arrival date with at least one blank page. Approved eVisas are emailed as a PDF that must be printed and shown at immigration on arrival, typically at Djibouti-Ambouli International Airport. Processing is recommended at least 10 business days in advance. Verdict: visa required via eVisa.
