Netherlands passport holders do not need a visa for short tourist visits to Ukraine. They can stay up to 90 days within any 180-day period under Ukraine's visa-free regime. As an EU member state, the Netherlands is on Ukraine's visa-free list. Dutch ordinary passport holders may enter Ukraine without a visa for tourism, business, or private visits for up to 90 days within any 180-day period. Ukraine is NOT part of the Schengen area, so the EU Schengen 90/180 rule and ETIAS do not apply to entering Ukraine - though Ukraine operates its own separate 90/180 day counting rule. Travel is currently affected by martial law (in force since February 2022): civilian air traffic is suspended, so entry is almost exclusively via land borders from EU neighbours (Poland, Slovakia, Hungary, Romania) and Moldova, or via certain seaports. Border guards apply enhanced screening and may ask about the purpose of travel, accommodation, financial means, return tickets, and travel insurance. The Dutch government (Rijksoverheid/BZ) maintains a negative travel advisory for all of Ukraine, but this is a safety advisory, not a visa requirement. No visa, eVisa, or visa-on-arrival is needed for a short tourist stay.
