Netherlands ordinary passport holders can travel to Timor-Leste visa-free for up to 90 days within any 180-day period, under the EU-Timor-Leste short-stay visa waiver agreement. No visa or visa-on-arrival payment is required for short tourist stays. Under the Agreement between the European Union and the Democratic Republic of Timor-Leste on the short-stay visa waiver (signed 26 May 2015, applied provisionally from that date and formally in force since April 2022), nationals of EU member states (except Ireland) holding an ordinary passport may enter Timor-Leste without a visa for stays of up to 90 days within any 180-day period. This applies to tourism, family visits, business and similar non-paid activities. The waiver is reciprocal: Timorese citizens enjoy the same access to the Schengen Area. As a Dutch ordinary passport holder, you do NOT need the standard USD 30 visa-on-arrival that applies to most other nationalities at Dili (Presidente Nicolau Lobato International Airport). You must still meet general entry conditions: a passport valid for at least six months with blank pages, proof of onward/return travel, accommodation, and sufficient funds. Paid/professional work is not permitted on the visa-free entry; a different visa category is required for employment. Note that Timor-Leste is in Southeast Asia and is NOT part of the Schengen Area, so the Schengen 90/180 rule and ETIAS do not apply to entering Timor-Leste itself; the 90/180 limit here comes from the bilateral EU agreement.
