No visa. Dutch citizens have EU freedom of movement and can enter Romania with just a valid passport or national ID card, with no time limit on stays. The Netherlands and Romania are both European Union member states, so a Dutch ordinary passport holder travels to Romania under EU freedom-of-movement rights, not under tourist-visa or Schengen short-stay rules. No visa is required for any length of stay. A Dutch national may enter using either a valid passport or a valid Dutch national identity card (eNIK). Romania became a full Schengen Area member on 1 January 2025, when checks at its internal land borders with Bulgaria and Hungary were lifted (air and sea controls had already been removed on 31 March 2024), so in practice there are usually no systematic border checks when arriving from another Schengen country. The Schengen 90/180-day short-stay rule and the upcoming ETIAS travel authorisation do NOT apply to EU citizens such as the Dutch; ETIAS is only for visa-exempt non-EU nationals. For visits up to three months, the only requirement is holding a valid passport or ID card. For stays beyond three months, EU citizens may need to register their residence with Romanian authorities (obtaining a registration certificate), but this is a residence formality, not a visa, and does not affect ordinary tourism or short visits.
