No visa needed. As an EU/EEA citizen, a Netherlands ordinary passport holder can enter Norway visa-free for tourism and can stay without a visa for up to 3 months; ETIAS does not apply to EU/EEA citizens. Norway is part of the Schengen Area and the European Economic Area (EEA), and the Netherlands is an EU member state. Under EEA free movement rules, Dutch citizens travel to Norway visa-free for tourism, business, study, or work and may remain for up to 3 months with no formality beyond holding a valid passport or national ID card. The official Norwegian government portal states plainly that "Citizens of Netherlands do not need a visitor's visa." Because both countries are in Schengen, there are normally no routine border checks on internal Schengen travel. The upcoming EU travel-authorisation system, ETIAS, and the Entry/Exit System (EES) biometric registration apply only to non-EU/EEA (third-country) nationals, so they do not affect Dutch passport holders exercising free movement. The only requirement to be aware of is for longer stays: any EU/EEA national who wants to stay in Norway longer than three months must register with the police (online via the UDI registration scheme) and meet conditions such as being a worker, student, or self-sufficient person. For a short tourist visit, no application, fee, or pre-registration is required.
