No visa required. Netherlands passport holders can enter Montenegro visa-free for up to 90 days for tourism. Montenegro is outside the Schengen Area, so this stay is independent of the Schengen 90/180 limit. A Dutch (NL) ordinary passport holder does NOT need a visa to visit Montenegro for tourism or a short visit. As an EU citizen, you may enter and stay visa-free for up to 90 days within a 180-day period when traveling on a valid passport (30 days if entering on a national ID card instead). Montenegro is NOT part of the Schengen Area, so time spent there does not count against your Schengen 90/180 allowance, and the EU's ETIAS travel authorization does not apply to entering Montenegro. There is no visa, eVisa, or entry fee. The only formalities at the border are showing a valid passport and, after arrival, completing tourist registration ("white card") and paying the daily tourist tax of EUR 1.00 per adult per night, which hotels and registered accommodation handle automatically. Independent travelers in private accommodation must register themselves within 24 hours at a local tourist office. Border police may check that you registered when you leave, so keep your tax receipt.
