A Netherlands ordinary-passport holder needs a visa for Libya. Since March 2024 it is obtained online via Libya's official eVisa portal — a tourist eVisa allowing a 30-day stay, single entry, valid 90 days from issue. Note: the Dutch government advises against all travel to Libya (red advisory). Libya is not in the Schengen area and grants visa-free entry to almost no nationalities (only Algeria and Tunisia among ordinary-passport holders); the Netherlands is not exempt, so Dutch citizens require a visa. Libya launched an electronic visa (eVisa) system on 21 March 2024, processed through the official portal at evisa.gov.ly, which now offers tourist, business and work categories. For a short tourist visit, the tourist eVisa is the relevant channel: it permits a stay of up to 30 days, is single entry, and is valid for 90 days from the date of issue. The fee is approximately 63 USD and processing typically takes 5–7 business days, so travelers should apply about two weeks before departure. Requirements include a passport valid at least six months beyond the intended stay, a passport photo, proof of accommodation, a travel itinerary, proof of sufficient funds, health insurance and proof of onward/return travel. Tourist applicants do not require an employer sponsor, though Libya has historically expected tourists to travel via a tour operator or local contact. Critically, the Dutch Ministry of Foreign Affairs maintains a negative (red) travel advisory for the whole of Libya due to the security situation, and Dutch consular support is provided only from Tunisia. A valid visa does not override that advisory; travel insurance may be void under a red advisory.
