Yes, a Netherlands passport holder needs a visa for Cuba, and since 2025 it is an online e-Visa (the old paper Tourist Card / "Tarjeta del Turista" was phased out and is no longer issued as of 1 January 2026). Dutch travelers apply online before departure, pay roughly EUR 22, and receive a single-entry e-Visa allowing a stay of up to 90 days (extendable once in Cuba for another 90). Mandatory medical travel insurance and the online D'Viajeros arrival form are also required. Cuba does not grant visa-free entry to Netherlands ordinary passport holders. Historically Dutch tourists used the paper Cuban Tourist Card (Tarjeta del Turista), but Cuba transitioned to a mandatory electronic visa (e-Visa) system. The e-Visa replaced the green and pink tourist cards, and after a series of extensions the paper card ceased to be valid at the end of 2025, leaving the e-Visa as the sole tourist entry document from 1 January 2026. Dutch citizens must apply online before travel through the official Cuban e-Visa portal (evisacuba.cu) or an authorized consulate/vendor. The e-Visa is single-entry, permits a stay of up to 90 days (extendable once for a further 90 days, max 180), and is generally processed within about 72 business hours; the visa document itself remains valid for travel for 12 months from issue. The government fee for EU nationals, including the Netherlands, is approximately EUR 22. Separately, Cuba requires all visitors to hold medical travel insurance valid for the duration of stay (random checks on arrival; uninsured travelers may have to buy local cover), and every traveler must complete the free online D'Viajeros health/customs/immigration declaration within 48 hours to 7 days before arrival to obtain a QR code shown at the border. Note: travelers who have visited Cuba on or after 12 January 2021 generally become ineligible for the US visa-waiver ESTA and must obtain a US visa for future US trips - a relevant consideration for many EU travelers. Cuba is not in the Schengen area, so Schengen 90/180 and ETIAS rules do not apply to entering Cuba.
