A Malaysian ordinary passport holder cannot travel to Palestine for ordinary tourism. Entry to the West Bank (and Gaza) is controlled entirely by Israel, and the Malaysian passport is inscribed "valid for all countries except Israel." General tourism is officially prohibited; the only legal route is a single-journey pilgrimage permission approved by Malaysia's Ministry of Home Affairs, combined with a separate Israeli entry visa. There is no independent Palestinian immigration channel for tourists. Under the visa policy of Palestine, "access to the West Bank is controlled by the Government of Israel," so any visitor must satisfy Israeli entry rules, while Gaza is sealed off and inaccessible for tourism. This creates a near-prohibitive barrier for Malaysians: the Malaysian passport carries the endorsement "This passport is valid for all countries except Israel," and the Malaysian government officially bans citizens from travelling to Israel/the Palestinian territories except for tightly controlled religious pilgrimage. The only lawful channel is to obtain single-journey written permission from the Ministry of Home Affairs (KDN/MOHA), submitted within 60 days of travel, after which the High Commission of Malaysia (e.g., in London) endorses the passport. The traveller must then separately obtain an Israeli tourist entry permit, which Israel issues on a separate slip of paper rather than stamping the Malaysian passport, at Ben Gurion Airport or a land crossing such as Allenby/King Hussein Bridge from Jordan. Even with permission, entry is discretionary and the Malaysian government provides no consular assistance because it has no diplomatic relations with Israel. For an ordinary tourist visit with no pilgrimage basis, the practical and legal answer is that travel is not permitted, so the conservative verdict is visa-required (effectively restricted).
