Mexican passport holders can get a visa on arrival in Rwanda. Since 1 January 2018, citizens of all countries may obtain a visa at the airport or border with no prior application. Rwanda operates one of Africa's most open entry regimes. Under a policy in force since 1 January 2018, nationals of every country are eligible for a visa on arrival without needing prior approval. The standard tourist (visitor) visa is USD 50 for single entry, valid for a 30-day stay; a multiple-entry option costs USD 70. Travelers can either pay and receive the visa at the port of entry (Kigali International Airport or land borders) or apply ahead online via the official IremboGov platform (irembo.gov.rw), which functions as an eVisa with roughly a 4-day processing time. Either route is officially sanctioned. Rwanda is not in the Schengen area, so the 90/180 Schengen rule and ETIAS do not apply. Passports must be valid at least 6 months from arrival with at least one blank page. Visa on arrival is the recommended, simplest route for a short Mexican tourist visit, with the online eVisa as a convenient alternative for travelers who want confirmation before departure.
