Mexico is NOT a Visa Waiver Program (ESTA) country, so a Mexican ordinary passport holder must obtain a U.S. B-1/B-2 visitor visa before traveling to Puerto Rico for tourism. Puerto Rico is an unincorporated territory of the United States and applies the same federal immigration rules as the U.S. mainland. There is no separate "Puerto Rico visa." Because Mexico is not a member of the U.S. Visa Waiver Program, Mexican citizens cannot use ESTA and instead must apply for a U.S. nonimmigrant visitor visa (B-1/B-2) at a U.S. Embassy or Consulate in Mexico. The process requires completing the DS-160 form, paying the MRV application fee (USD 185), scheduling and attending a consular interview, and waiting for approval.
