Mexican ordinary passport holders need a Cuba e-visa (Visado Electronico) for tourism. Since July 1, 2025 the old paper tourist card was phased out, and from January 1, 2026 the e-visa is the only valid entry document. Apply online at the official evisacuba.cu before departure. A Mexican citizen holding an ordinary passport cannot enter Cuba visa-free for tourism. Cuba replaced its long-standing paper "tarjeta del turista" (tourist card) with a fully electronic visa system. The e-visa became mandatory on July 1, 2025, with a transition window during which previously issued paper tourist cards stayed valid until December 31, 2025; from January 1, 2026 the electronic visa is the only accepted entry authorization. The e-visa applies to virtually all foreign nationals, including Mexicans (Cuban passport holders and Cuban residents are the main exceptions). It is a single-entry permit allowing a stay of up to 90 days, extendable once in-country for a further 90 days. Applications are made online at the official government platform evisacuba.cu, where the traveler completes a form, pays, and receives the e-visa as a PDF by email, typically within about 72 business hours. Separately, every traveler must complete the free D'Viajeros health and customs declaration within 7 days before arrival, and must hold travel health insurance with medical coverage valid in Cuba (a policy can be bought on arrival from ASISTUR if needed). The verdict is therefore clearly "evisa," verified against the Cuban Ministry of Tourism (Mintur), the Cuban General Customs authority, and the official evisacuba.cu portal.
