Japanese ordinary passport holders need a visa for Timor-Leste, but it is issued on arrival. Flying into Dili (Presidente Nicolau Lobato International Airport) or arriving at the Dili Sea Port, you receive a 30-day single-entry tourist visa on arrival for USD 30, paid in cash. Land border entry from Indonesia is different and requires a pre-approved authorization obtained beforehand. Timor-Leste is not in the Schengen area and has no visa-waiver arrangement for Japan, so Japan is not among Timor-Leste's visa-exempt nationalities (which cover EU/Schengen states and several ASEAN countries). Japanese tourists are therefore visa-required, but the practical channel for air arrivals is a visa on arrival (VOA). At Presidente Nicolau Lobato International Airport in Dili and at the Dili Sea Port, Japanese travelers are granted a Class I tourist visa valid for a single entry and a 30-day stay, for a fee of USD 30 payable in cash. The visa can be extended once in-country for a further 30 days (extension fee USD 40), via the Immigration Service. Passports must be valid at least six months beyond entry with a blank page. Note the important exception: VOA is only available to those entering by air or sea at Dili. Travelers entering by land from Indonesian West Timor cannot get a visa at the border and must first obtain a visa application authorization in advance, typically through the Timor-Leste Consulate in Kupang.
