Palestine does not run its own immigration control. Access to the West Bank (Bethlehem, Ramallah, Hebron) and East Jerusalem is governed entirely by Israel's visa policy. Japanese ordinary passport holders are visa-exempt for Israel (up to 90 days) but since 1 January 2025 must obtain an ETA-IL electronic travel authorization online before they travel; without it they will be denied boarding/entry. There is no separate "Palestine visa." Palestine cannot independently issue entry visas, and the practical tourist destinations (West Bank cities such as Bethlehem, Ramallah and Hebron, plus East Jerusalem) are entered through Israeli-controlled crossings: Ben Gurion Airport near Tel Aviv or the Allenby/King Hussein Bridge from Jordan. Entry therefore follows Israel's visa policy. Japan has a long-standing visa exemption with Israel for short tourist stays of up to 90 days, so Japanese nationals do not need a consular visa. However, since 1 January 2025 Israel requires all visa-exempt travelers, including Japanese citizens, to obtain an ETA-IL (Electronic Travel Authorization) before arrival. The ETA-IL costs about 25 NIS (roughly USD 7-8), is normally approved within a few days, allows multiple entries, permits stays of up to 90 days per visit, and is valid for up to two years (or until the passport expires). On arrival at Ben Gurion or Allenby, travelers receive a printed B2 entry slip (not a passport stamp); once admitted they may travel freely into Area A/B Palestinian cities of the West Bank. Gaza is effectively closed to ordinary tourists. Because the only viable, confirmable channel requires a mandatory pre-travel electronic authorization issued by the controlling authority (Israel), the best single verdict for a Japanese tourist is "eta."

Confirm your route and entry point
