No visa needed. Puerto Rico is a U.S. territory, so U.S. entry rules apply. Japan is a Visa Waiver Program country, so a Japanese ordinary passport holder needs only an approved ESTA for a tourist stay of up to 90 days. Puerto Rico is an unincorporated territory of the United States, and the same federal immigration rules that govern entry to the mainland U.S. apply to it. Japan is a participant in the U.S. Visa Waiver Program (VWP), which lets Japanese ordinary passport holders travel for tourism or business for up to 90 days without a visa. Instead of a visa, travelers must obtain an approved ESTA (Electronic System for Travel Authorization) before boarding their flight or vessel to Puerto Rico. The ESTA is electronically linked to the passport and is valid for two years (or until the passport expires, whichever comes first), allowing multiple trips within that window. As of 2026 the ESTA fee is USD 40.27. A machine-readable electronic (e-)passport with a digital chip is mandatory for VWP travel. Note that an ESTA grants authorization to travel, not a guaranteed admission; the final decision is made by a CBP officer on arrival. Puerto Rico is not in the Schengen area, so Schengen and ETIAS rules are irrelevant here.
