Japanese passport holders need a visa for Madagascar, but a tourist eVisa can be obtained online before travel (recommended) or as a visa on arrival at major airports. Both cost the same. Because there is no visa-waiver agreement and no unilateral visa-free entry for Japan, but a straightforward online pre-authorization exists, the best-fit verdict is eVisa, with visa on arrival as an equally valid fallback.
