A visa is required. Japan passport holders cannot enter Libya visa-free; Libya operates an official eVisa system (evisa.gov.ly) for tourism, but it only issues once you have a Libyan sponsor or a licensed tour operator with a security letter. Independent tourism is not possible, and Japan's MOFA places almost all of Libya under a Level 4 "evacuate / do not travel" advisory. As of 2026, a Japanese ordinary passport holder needs a visa for any visit to Libya, including short tourism. The tourist eVisa is typically single entry, valid 90 days from issue with a maximum stay of about 30 days, and costs roughly USD 63 in government fees (tour operators add service charges). Processing usually takes 5-20 business days. A passport valid at least 6 months, a confirmed onward ticket, and proof of accommodation/invitation are required, and travelers may face a currency-exchange obligation on arrival unless on a prepaid package. Critically, Japan's Ministry of Foreign Affairs maintains a Level 4 "evacuate, do not travel" warning over almost the entire country (Level 3 for Misrata city only) due to armed-militia conflict and rival governments; the Libyan consular window for Japan is currently handled via the Japanese Embassy in Tunisia. Because no visa-free or visa-on-arrival channel exists for Japanese citizens, the practical verdict is eVisa (sponsor/tour-operator gated), with strong safety caveats.
