Japanese ordinary passport holders can visit Belarus visa-free for up to 30 days for tourism, provided they arrive and depart through one of Belarus's designated international airports (Minsk National Airport, Brest, Gomel, Grodno, Mogilev, or Vitebsk) and not on a flight to/from Russia. You must carry travel medical insurance (minimum EUR 10,000) and proof of funds. A free e-visa is also available as an alternative if you plan to enter overland by road or rail. Japan is on Belarus's list of countries eligible for the 30-day visa-free regime via airports, established by Presidential Decree (effective January 9, 2017, amended July 27, 2018 and October 17, 2021). The Belarusian Embassy in Tokyo confirms Japanese citizens can enter visa-free for 30 days via Minsk National Airport. The critical condition is air arrival/departure through an eligible Belarusian airport, and crucially NOT on a flight to or from Russia, because Belarus-Russia flights are treated as domestic with no border control and therefore do not qualify for the visa-free regime. Travelers must hold a passport valid at least 90 days beyond intended departure, a medical insurance policy covering at least EUR 10,000 valid in Belarus for the whole stay, and proof of financial means of not less than 2 base rates per day (or 50 base rates for a full 30-day stay). Registration with migration authorities is required for stays exceeding 10 working days; hotels register guests automatically at check-in. The 30-day visa-free limit cannot be extended. As an alternative (for example for those entering by road or rail, which the airport visa-free program does not cover), Belarus launched an e-visa on the e-Pasluga platform in March 2025 for 67 countries including Japan; the consular fee is waived for Japanese citizens, though a EUR 6.00 internet/service fee applies, the e-visa is single-entry for up to 30 days, and applications are processed within 7 calendar days. Belarus is not in the Schengen area, so the Schengen 90/180 rule and ETIAS do not apply.
