Italian passport holders do not need a visa for Puerto Rico, but because Puerto Rico is a U.S. territory subject to U.S. immigration rules, you must obtain an approved ESTA travel authorization before traveling. It permits tourist stays of up to 90 days. Puerto Rico is an unincorporated territory of the United States, so entry is governed by U.S. federal immigration law rather than any separate Puerto Rican rules. Italy participates in the U.S. Visa Waiver Program (VWP), which lets Italian citizens travel for tourism or business for up to 90 days without a traditional visa. However, all VWP travelers must first obtain an approved Electronic System for Travel Authorization (ESTA) and hold a valid electronic (biometric) passport. The ESTA is applied for online before departure, costs USD 40 in total (a USD 10 processing fee plus a USD 30 authorization fee charged only on approval), and once granted is valid for two years or until the passport expires, whichever comes first, for multiple visits. As of the September 30, 2025 fee increase and as confirmed for 2026, this is the standard channel. Because Puerto Rico follows mainland U.S. rules, anyone who would otherwise need a U.S. visa would also need one for Puerto Rico; for eligible Italian e-passport holders, ESTA is the correct route. Note that there are no Italy-to-Puerto Rico passport/customs checks separate from U.S. arrival, and travelers connecting through the U.S. mainland clear immigration there.
