Indian passport holders need a visa to enter Libya. Since 21 March 2024, Libya runs an online eVisa system, but every visitor (regardless of nationality) must have a registered Libyan tour operator or local sponsor or the eVisa will not be granted. India's Ministry of External Affairs advises against non-essential travel to Libya for security reasons. A short tourist visit to Libya by an Indian ordinary passport holder requires a visa obtained in advance. The most accessible channel is the Libyan eVisa, launched on 21 March 2024 (evisa.gov.ly), which issues a single-entry tourist visa valid for 90 days from issue and permitting stays of up to 30 days. The critical condition is that Libya grants no independent tourist visas: a registered Libyan tour operator or a local sponsor must back every application, and tourists are typically accompanied by a tourist police escort. Applicants who cannot meet the eVisa conditions must apply through the Libyan Embassy in New Delhi. Standard documents apply: passport valid at least 6 months with two blank pages, photos, confirmed accommodation/sponsor letter, return flights, travel insurance, and proof of funds. Separately, India's MEA maintains a travel advisory urging Indians to avoid non-essential travel to Libya due to ongoing instability, and the US, UK and others advise against all travel to most of the country. Travelers should confirm both the eVisa conditions on evisa.gov.ly and the latest MEA advisory before booking. Verdict: visa-required, best obtained as an eVisa, but only viable with a sponsor/tour operator and subject to a strong security advisory.
