Indian ordinary passport holders need a visa for Liberia. Since March 2025, the practical route for tourists is the electronic Visa on Arrival (e-VOA): you pre-apply online on the official Liberia Immigration Service portal, get a QR-code approval by email, then collect the visa sticker on arrival at Roberts International Airport in Monrovia. Liberia is not visa-free for Indian citizens, and India is not an ECOWAS member (ECOWAS nationals enter visa-free). India has only an Honorary Consulate in New Delhi, which is not authorized to issue Liberian visas. Liberia launched a new electronic Visa on Arrival (e-VOA) system on 11 March 2025, operated by the Liberia Immigration Service at visaonarrival.lis.gov.lr. Travelers must pre-register, upload documents, pay the fee online, and receive an emailed approval with a QR code; the physical visa sticker is then issued by the immigration officer on arrival at Roberts International Airport (ROB). The granted stay (30 or 90 days) is set by the officer at the border, and the online approval is valid for entry within 3 months of issue. A yellow fever vaccination certificate is mandatory for all travelers. Because Liberia is in West Africa, the Schengen 90/180 rule and ETIAS do not apply. Verdict: visa on arrival (e-VOA), conservatively treated as a visa-required-style process completed largely online before travel.
