Israeli passport holders need a visa for Timor-Leste, but can get a tourist visa on arrival at Dili airport or seaport for USD 30, valid for a 30-day single-entry stay. Timor-Leste (East Timor) is not in the Schengen area and does not waive visas for Israeli citizens. Only a short list of nationalities (such as Portugal and the United States) are visa-exempt for tourism. Israeli ordinary passport holders fall into the "all other countries" category, which is eligible for a visa on arrival (VOA) when entering by air at Presidente Nicolau Lobato International Airport in Dili or at the Dili sea port. The tourist VOA costs USD 30 (cash only), allows a single entry and a stay of up to 30 days, and can be extended once for another 30 days (extension fee USD 40) by applying to the Immigration Service before the visa expires. Passports must be valid for at least 6 months with a blank page. Note that visa on arrival is generally NOT available at land borders (e.g., from Indonesian West Timor) for most nationalities including Israelis; those crossing by land must obtain a Visa Application Authorization in advance. There are no Israel-specific entry bans for tourism. All major sources (the Timor-Leste Immigration Service, the Customs Authority, and the visa policy summary) agree on this, so the confident verdict for a short tourist stay arriving by air is visa on arrival.
