An Israeli ordinary passport holder needs a visa for Rwanda, but it is easy to get: every nationality can obtain a visa on arrival at Kigali International Airport and land borders with no prior approval, or apply online for an eVisa beforehand. The standard tourist visa is single-entry, valid for a 30-day stay, and costs USD 50. Rwanda is not visa-free for ordinary Israeli passport holders. Only Israeli diplomatic and service passport holders enjoy a 90-day visa waiver. However, since 1 January 2018 Rwanda grants visa on arrival to citizens of all countries without any prior application, so an Israeli tourist can simply land in Kigali (or cross a land border) and obtain the visa on the spot. The relevant product is the V1 Tourist (Holiday) visa: single entry, a maximum 30-day stay, costing USD 50 (the fee-waiver categories of African Union, Commonwealth and La Francophonie members do not include Israel, and Israel is not on Rwanda's separate 90-day visa-free list). Travelers who prefer certainty can instead apply for the eVisa via the official IremboGov portal (irembo.gov.rw) before departure; the same USD 50 fee and 30-day validity apply, with processing typically around 3 business days. Passports must be valid for at least 6 months with a blank page, and a yellow fever vaccination certificate is required only if arriving from a country with risk of yellow fever transmission. Rwanda is in East Africa and has no connection to the Schengen area, so the Schengen 90/180 rule and ETIAS do not apply.
