Israeli passport holders cannot travel to Kuwait. Kuwait enforces a complete entry and transit ban on holders of Israeli passports, and no tourist visa, eVisa, or visa-on-arrival is available to them. This route is effectively closed. Kuwait does not permit entry to anyone holding a passport issued by the State of Israel. This is a comprehensive, long-standing prohibition rooted in Kuwait's anti-Israel boycott legislation (Law No. 21 of 1964) and the absence of any diplomatic relations between the two states. The ban covers all entry purposes including tourism, business, and even airport transit. Israeli passport holders are not eligible for Kuwait's tourist visa, eVisa, or visa-on-arrival programs that are open to many other nationalities. The prohibition also extends to dual nationals who attempt to enter on a second passport if their Israeli nationality is known, and to any traveler whose passport shows evidence of travel to Israel (such as Israeli entry/exit stamps). In August 2025, Kuwait's Ministry of Interior publicly reaffirmed that the only nationality barred from entry is Israeli. Because there is no lawful tourist channel, a traveler holding only an Israeli passport cannot visit Kuwait. The 'visa-required' verdict reflects that entry is not possible without authorization that Kuwait does not grant to Israeli nationals; in practical terms the route is closed.
