Israeli ordinary passport holders need a visa for Azerbaijan, but the easiest route is the official ASAN online e-visa: a single-entry visa for up to 30 days, issued in about 3 working days (or 3 hours urgent). A visa-on-arrival option also exists at international airports. Israel is not visa-exempt for Azerbaijan, but it is on Azerbaijan's e-visa eligible list. Israeli citizens with ordinary passports apply through the official ASAN Visa portal (evisa.gov.az) for a single-entry electronic visa allowing a stay of up to 30 days. Standard processing is up to 3 working days for USD 25 total (USD 20 state fee plus USD 5 service fee); an urgent option is processed within 3 hours for USD 60. The same single-entry 30-day visa can alternatively be obtained on arrival at Azerbaijan's international airports. The passport must be valid at least 3 months beyond the visa's expiry (Israel's MFA advises six months beyond the intended stay to be safe). Foreigners staying more than 15 days must register their place of residence. Azerbaijan is not in the Schengen area, so Schengen 90/180 and ETIAS rules do not apply. Travelers should note that Azerbaijan denies entry to anyone whose passport shows evidence of travel to the occupied territories of Armenia/Nagorno-Karabakh; this is a separate political issue from the Israel-Azerbaijan relationship, which is friendly.
