Indonesian ordinary passport holders need a visa to enter Montenegro for tourism. Apply for a Montenegro short-stay (Type C) visa in advance, normally through the Serbian Embassy in Jakarta, which handles Montenegro visa applications. Montenegro requires Indonesian ordinary passport holders to obtain a visa before travel for tourism. Montenegro is NOT a Schengen member, but its visa policy mirrors Schengen rules: the short-stay (Type C) visa allows stays of up to 90 days within any 180-day period. Montenegro has no resident embassy in Indonesia, so applications are typically lodged with the Embassy of the Republic of Serbia in Jakarta, or through the nearest Montenegrin diplomatic mission. There is one important shortcut: travelers who already hold a valid Schengen, US, UK, or Irish visa (multiple-entry) or a residence permit from one of those countries may enter Montenegro visa-free for up to 30 days, but not beyond the expiry of that visa/permit. ETIAS does not apply because Montenegro is outside the EU/Schengen zone. Travelers without one of those qualifying visas must obtain the Montenegrin visa in advance.
