Yes, Indonesian ordinary passport holders need a visa. Lithuania is a Schengen state, and Indonesia is on the EU's visa-required (Annex I) list. You must obtain a Schengen short-stay (Type C) visa before travelling. ETIAS does NOT apply to Indonesian nationals, so the visa is mandatory. Lithuania is a full member of the Schengen Area. Indonesian citizens holding an ordinary passport appear on the EU's Annex I list of nationalities that require a visa for any short stay, so they cannot enter visa-free and cannot use ETIAS (ETIAS only covers visa-exempt nationalities). To visit Lithuania for tourism, an Indonesian traveller must apply for a Schengen uniform short-stay visa (Type C), which permits a stay of up to 90 days within any 180-day period across the entire Schengen Area. The visa fee is EUR 90 for adults (effective since 11 June 2024), plus a VFS Global service charge (around IDR 684,000) and the cost of mandatory travel medical insurance covering at least EUR 30,000. Because Lithuania does not have a dedicated visa-issuing consulate in Indonesia for routine tourist applications, applications are normally lodged through a VFS Global centre in Jakarta, Bali or Surabaya, often via a representing Schengen state, or via the Lithuanian embassy accredited to the region. Applicants must book a biometrics appointment, submit the application no earlier than 6 months and no later than 15 days before travel, and allow at least 15 calendar days (sometimes up to 45) for processing.
