You need a visa. Indonesian passport holders get an Azerbaijan e-visa (ASAN Visa) online — single entry, up to 30 days — and may also obtain a visa on arrival at airports. Indonesian ordinary passport holders need a visa for Azerbaijan; there is no visa-waiver agreement. The simplest route is the ASAN Visa e-visa applied online at evisa.gov.az before travel: it grants a single-entry stay of up to 30 days. The standard e-visa is USD 25 (USD 20 state fee + USD 5 service fee) processed within about 3 working days, with an urgent option at USD 60 processed within 3 hours. Indonesia is also among roughly a dozen nationalities that may obtain a single-entry visa on arrival (up to 30 days, USD 30) at ASAN Visa kiosks in international airports, but getting the e-visa in advance is recommended to avoid airport queues and check-in issues. Azerbaijan is not in the Schengen area, so the Schengen 90/180 rule and ETIAS do not apply. Passport should be valid for at least the duration of stay (6 months recommended).
