Palestine has no visa system of its own. Access to the West Bank (the only realistic tourist destination, as Gaza is effectively closed) is controlled entirely by Israel. HK ordinary passport holders are visa-exempt for short tourist stays in Israel (up to 90 days), but since 1 January 2025 every visa-exempt traveller, including HK holders, must obtain an ETA-IL electronic travel authorization online (25 ILS) before boarding. You enter and exit through Israeli border control (Ben Gurion Airport or the Allenby Bridge from Jordan). There is no separate "Palestine visa." Under the Oslo arrangements, foreign tourists reach the Palestinian Territories through Israeli-controlled entry points and are governed by Israel's visa policy. The West Bank is reached via Ben Gurion Airport (Tel Aviv) or the Allenby/King Hussein Bridge from Jordan; Gaza is controlled by Hamas at one side and Israel/Egypt at the other and is not accessible for ordinary tourism. For HK SAR ordinary passport holders, Israel grants visa-exempt entry for up to 90 days for tourism. However, since 1 January 2025 Israel requires an ETA-IL (Electronic Travel Authorization) for all visa-exempt nationals before travel; HK is among the eligible Asia-Pacific jurisdictions. The ETA-IL costs 25 ILS, is normally approved within minutes (up to 72 hours in some cases), is valid for up to two years (or until passport expiry), and permits stays of up to 90 days per visit. At Allenby Bridge, foreign visitors may receive a stamp permitting movement only in Palestinian Authority-controlled areas. Final admission, stay length, and movement through checkpoints remain at the discretion of Israeli border officials. Because the mandatory pre-travel ETA-IL is the operative requirement (not a visa-free walk-up nor a consular visa), the best single classification is "eta."
