Hong Kong SAR ordinary passport holders can enter Montenegro visa-free for tourism and stay up to 90 days within any 180-day period. No visa, eVisa, or visa-on-arrival is required. Holders of the Hong Kong Special Administrative Region (HKSAR) ordinary passport do not need a visa to visit Montenegro for tourism or short stays. Under a visa-free arrangement effective since 20 April 2012, HKSAR passport holders may enter and remain visa-free for up to 90 days within any 180-day period. This has been verified against the Hong Kong Immigration Department's official press release and its visa-free access list, both of which confirm the 90-day allowance. Montenegro is NOT a Schengen member state; it is an EU candidate country that uses the euro unilaterally. Therefore the EU/Schengen 90/180 rule and the upcoming ETIAS authorisation do not apply to entry into Montenegro itself. However, Montenegro operates its own short-stay reckoning of 90 days in any 180-day period, and time spent in Montenegro is counted separately from time spent in the Schengen area. Travellers should carry a passport valid for at least 3 months beyond the intended departure date (a 6-month validity buffer is widely recommended), proof of accommodation, onward/return travel, and sufficient funds. Foreign visitors must be registered with local police within 24 hours of arrival; hotels and licensed accommodation handle this automatically, but those staying in private/unregistered lodging must register themselves. The visa-free channel is for tourism, visiting family/friends, and business meetings only; it does not permit paid employment.
