The eVisa is applied for through the official portal evisa.gov.ly (launched 21 March 2024). For tourism, applicants cannot apply purely on their own: Libya requires a local sponsor or licensed tour operator who issues a letter of invitation (LOI) that supports the eVisa application, and travelers are accompanied by a tourism-police escort from arrival to departure. The tourist eVisa typically costs about USD 63, is valid for 90 days from issue, allows a single entry, and permits a stay of up to 30 days. Processing commonly takes around 5-21 business days, though the portal advises allowing up to 30 business days; tours generally need to be booked at least 30 days before arrival. Practical entry conditions include a passport valid for at least 6 months with blank pages, proof of accommodation/tour, onward travel, and evidence of sufficient funds (visitors are expected to carry at least 1,000 Libyan dinars). A critical restriction: Libya refuses entry to anyone whose passport contains an Israeli stamp or visa (used or unused) or shows evidence of prior travel to Israel. Libya is in North Africa and is not part of the Schengen area, so Schengen 90/180 rules and ETIAS do not apply.
