Hong Kong (HKSAR) ordinary passport holders can get a free visa on arrival in Lebanon for tourism, valid for an initial stay of up to one month (extendable to three months). Holders of a Hong Kong SAR ordinary passport do NOT need to arrange a visa before flying to Lebanon. A landing (visa-on-arrival) visa is issued free of charge at Beirut Rafic Hariri International Airport and other official entry points. The Hong Kong Immigration Department officially lists Lebanon as offering visa-free/visa-on-arrival access for up to 3 months, and Lebanon's General Directorate of General Security grants the VoA at no cost. In practice, immigration stamps an initial single stay of one month, which can be extended up to a total of three months through General Security. A critical, non-negotiable condition for ALL travelers: the passport must contain NO Israeli stamps, visas, or any evidence of travel to Israel — entry will be refused otherwise. Officers may also ask for a confirmed return/onward ticket, proof of accommodation, sufficient funds, and travel/medical insurance (commonly cited minimum coverage of EUR 30,000). A separate 48-hour transit exception allows entry without a visa, with only an entry stamp placed in the passport. Lebanon is not in the Schengen area, so the Schengen 90/180 rule and ETIAS do not apply.
