Do Hong Kong passport holders need a visa to visit India?

Yes, a visa is required. A Hong Kong SAR ordinary passport holder cannot use India's e-Tourist Visa (Hong Kong is grouped with China/Macau and is excluded from the e-Tourist category) and must obtain a regular paper/sticker Tourist Visa from the Consulate General of India in Hong Kong before travel. As of 30 May 2026, holders of a Hong Kong SAR ordinary passport need a regular Tourist Visa to enter India for tourism. Although India runs a popular e-Tourist Visa scheme for most nationalities, Hong Kong (treated together with mainland China and Macau under India's visa policy) is NOT eligible for the e-Tourist Visa. India suspended e-Visa for China/Hong Kong/Macau in 2021; it was only partially restored on 1 August 2024 for the business category, which was in turn replaced in December 2025 by a "production investment" e-Visa category. No tourist e-Visa channel exists for Hong Kong passport holders. Consequently, tourists must apply for a conventional sticker Tourist Visa: complete the online application at indianvisaonline.gov.in, book an appointment, and submit the printed form plus documents in person at the Consulate General of India in Hong Kong. Normal processing for Hong Kong and Macau residents is about five working days. Because the only authoritative sources (the Government of India e-Visa portal and India's visa policy) confirm Hong Kong is outside the e-Tourist eligibility list, and third-party visa agencies claiming otherwise are not authoritative, the conservative and correct verdict is visa-required via the Indian Consulate.
