Do Hong Kong passport holders need a visa to visit BY?
HK ordinary passport holders can visit Belarus visa-free for up to 30 days per stay (max 90 days per calendar year) under a mutual visa-waiver agreement. No visa or eVisa is needed for tourism. Hong Kong SAR ordinary passport holders enjoy visa-free entry to Belarus under a bilateral mutual visa-waiver agreement that took effect on 13 February 2018, with the permitted stay extended to 30 days from 10 April 2019. The arrangement allows stays of up to 30 days per single visit and no more than 90 days in total within any one calendar year. This bilateral agreement is separate from, and more durable than, Belarus's rolling 30-day visa-free decree for ~38 European countries (extended through 31 December 2026 by Presidential Decree in December 2025). The Belarus Ministry of Foreign Affairs confirms HKSAR passports may enter visa-free for up to 30 days per period of stay, and the agreement is mutual (Belarusian citizens likewise enter Hong Kong visa-free). Travelers should note a key Belarusian rule that historically applies to many visa-free entries: entry is most reliable through Minsk National Airport, and crossing the land border with Russia is not recommended because there is no formal international border checkpoint there. The visa-free regime is for tourism, business, transit and short visits only; it does not permit employment or long-term residence. A passport valid for the duration of the trip (commonly recommended 6 months beyond intended stay), proof of medical insurance valid in Belarus, and onward/return arrangements are advisable. As of 30 May 2026 no eVisa, visa-on-arrival or ETA is required for a short tourist stay by HK passport holders.
