HKSAR ordinary passport holders can enter Azerbaijan visa-free under a one-year pilot scheme (2 February 2026 to 2 February 2027), up to 3 entries with each stay capped at 30 days. No visa or eVisa is needed for these short tourist visits. Azerbaijan introduced a unilateral visa-free pilot for holders of Hong Kong Special Administrative Region (HKSAR) ordinary passports, effective 2 February 2026 through 2 February 2027. The Hong Kong Immigration Department received formal diplomatic notification on 30 January 2026. Under the scheme, an HKSAR passport holder may enter Azerbaijan up to three times during the pilot year, with each individual stay limited to a maximum of 30 days, for tourism and short visits — no advance visa, eVisa, or visa-on-arrival is required for these entries. The passport should be valid for at least three months and travel/medical insurance is recommended though not mandatory. This pilot is separate from Azerbaijan's long-standing position on diplomatic/service passports (which already enjoyed 14-day visa-free access). Note that the arrangement is a time-limited pilot: it is currently scheduled to expire on 2 February 2027, and its status should be reconfirmed before travel after that date, or if you need a 4th entry or a stay longer than 30 days. For those cases, the ASAN eVisa (evisa.gov.az) provides a single-entry permit of up to 30 days: USD 25 standard (up to 3 working days) or USD 60 urgent (within 3 hours), each including a USD 5 service fee. Azerbaijan is not part of the Schengen area, so the Schengen 90/180 rule and ETIAS do not apply.
