Do France passport holders need a visa to visit PR?
No visa needed. Puerto Rico is a U.S. territory, so U.S. mainland entry rules apply. As a Visa Waiver Program country, France passport holders travel visa-free for up to 90 days but must obtain an approved ESTA (Electronic System for Travel Authorization) online before departure. Puerto Rico is an unincorporated territory of the United States, and entry requirements are identical to those for the U.S. mainland. France is a designated Visa Waiver Program (VWP) country, so French ordinary passport holders do not need a B-2 tourist visa for a short stay. Instead, they must apply for and receive an approved ESTA (Electronic System for Travel Authorization) before boarding their flight or cruise. The ESTA permits tourism, business, or transit stays of up to 90 days and is valid for two years (or until the passport expires, whichever comes first), allowing multiple entries. Travelers must hold a valid biometric (e-passport) French passport. As of 2026 the ESTA fee is USD 40.27 following a fee increase under the One Big Beautiful Bill Act (raised from USD 21 to USD 40 on 30 September 2025, then CPI-adjusted to USD 40.27 on 1 January 2026). Approval is usually near-instant but can take up to 72 hours, so apply at least several days ahead. Note there is no passport control on flights between the U.S. mainland and Puerto Rico because it is domestic travel, but the ESTA/VWP rules govern the original entry into U.S. territory. Final admission is always at the discretion of the U.S. Customs and Border Protection officer.
