Do France passport holders need a visa to visit ME?
French ordinary passport holders do NOT need a visa for tourism in Montenegro. You can enter and stay visa-free for up to 90 days within any 180-day period using a valid passport (or up to 30 days with a national ID card). As an EU member state, France benefits from Montenegro's visa-free regime, which mirrors the Schengen Annex II policy. French citizens may enter, transit and stay in Montenegro for up to 90 days within any 180-day period for tourism, business or visiting family, using only a valid passport - no visa, eVisa or pre-arrival authorization is required. French nationals may also enter with a valid national identity card, but in that case the maximum stay is limited to 30 days. Important context for 2026: Montenegro is NOT part of the Schengen Area and is NOT an EU member (it is a candidate country), so the EU's ETIAS travel authorization does not apply to entering Montenegro, and as an EU citizen you would never need ETIAS regardless. Montenegro has been progressively aligning its visa policy with EU rules through 2024-2025 (a new Decree on the Visa Regime was published in February 2025), but these tightening changes have targeted certain non-EU/non-Western nationalities (e.g. Turkey, Egypt, Armenia, Uzbekistan, Kuwait) and have NOT affected EU citizens, whose visa-free access remains unchanged. If you stay beyond 90 days or travel for work, study or residence, you must apply for a temporary residence permit or appropriate visa. Carry proof of sufficient funds, accommodation and onward/return travel, as border officers may ask for these.
