Do Finland passport holders need a visa to visit YE?

Finnish ordinary passport holders need a visa to enter Yemen, and there is no tourist channel: regular tourist visas are effectively not being issued. Yemen is in active armed conflict and Finland's Ministry for Foreign Affairs advises against all travel. A Finland (FI) ordinary passport holder needs a visa to travel to Yemen (YE); there is no visa-free, visa-on-arrival, or individual eVisa option for Finnish nationals. Visa-on-arrival exists only for citizens of 11 mostly Arab/Gulf states (not Finland). In practice, Yemeni missions report that entry visas are currently issued only to persons of Yemeni origin, staff of international organisations, accredited journalists/media, and diplomats; standard tourist visas for ordinary travellers are not being issued. The electronic visa system introduced on 24 June 2025 is limited to organised tourist groups of at least ten people booked through a Yemeni travel agency accredited by the General Authority for Tourism, with the approved visa still collected as a sticker from a Yemeni embassy/consulate. Critically, Yemen is in active armed conflict: Finland's Ministry for Foreign Affairs (um.fi) advises against all travel and urges Finns already in Yemen to leave immediately. There is no functioning EU/Finnish diplomatic representation inside Yemen, kidnapping of foreigners is a major nationwide threat, and major hazards include terrorism, landmines, and cholera. Check um.fi (Jemen: matkustustiedote). Finland's MFA advises against all travel to Yemen due to armed conflict, kidnapping risk and health hazards. There is no Finnish or EU mission inside Yemen to assist you.
